Lissi & Intesa: Bringing a national wallet ecosystem within reach

How a Qualified Trust Service Provider’s trust infrastructure and a specialised EUDI Wallet Connector brought a national wallet ecosystem, currently in its pilot phase, within reach – and what it means for regulated organisations across Europe.

Intesa, a Havant Group company and one of the leading Qualified Trust Service Providers (QTSPs) in Italy and Europe, is the first private entity admitted to the pilot programme of Italy's IT-Wallet System (Italy's national digital identity wallet system, set to converge with the European Digital Identity Wallet framework) as an Electronic Attestation Verifier.  Intesa was admitted on 9 July 2026 and listed in the special section of the registry reserved for pilot participants. The milestone was achieved in technology partnership with Lissi. Our EUDI Wallet Connector provides the integration layer between Intesa’s services and the wallet ecosystem.

With the decrees of 19 March and 17 June 2026, Italy has defined the roles and framework of its wallet system. From 24 December 2027, Article 5f of the eIDAS 2.0 Regulation requires private parties that are required, under Union or national law or by contractual obligation, to use strong user authentication for online identification to accept the EUDI Wallet upon the voluntary request of the user. The Regulation refers, by way of example, to the areas of banking and financial services, transport, energy, social security, health, drinking water, postal services, digital infrastructure, education and telecommunications; microenterprises and small enterprises are excluded. Intesa's participation in the pilot gives these organisations a verification infrastructure already active in the pilot to start proof-of-concepts on real use cases today, from age and residency checks to the validation of qualifications.

While the trust model set out in the Architecture and Reference Framework relies on X.509 certificates, the IT-Wallet System builds on OpenID Federation. Participants operate their own trust infrastructure: cryptographic keys, certificates, short-lived entity configurations requiring periodic renewal, and continuous conformance with the technical profiles of the Trust Anchor. Joining is closer to running a certification authority than to a standard application integration – and any organisation serving customers in several Member States will have to handle both trust models side by side.

The work was split along each partner’s strengths. Intesa brought its QTSP expertise and trust infrastructure to the registration side: key management, certificate lifecycle and Trust Anchor conformance. Lissi contributed the EUDI Wallet Connector on the integration side, covering the wallet protocols (OpenID4VP, SD-JWT VC, mdoc), the federation-specific trust handling and the ongoing alignment with evolving specifications. The combination of the two components made it possible to reach the registration milestone within the timeframe of the pilot – and is evaluating taking on the role of aggregator (intermediary), which could offer further verifiers a reusable path into the Italian ecosystem.
